Summary: Human Resource Management Consulting firm for Directorate of Taxes and Customs (DoTC) Submission Deadline: 16 July 2025 Suriname has requested financing from the Inter-American Development Bank (IDB) for the Fiscal Support Program to Regain Growth and intends to apply part of the funds to contracts for consulting services. The consulting services (“the Services”) include:
- Designing the new HR department by defining the associated HR policies in alignment with organizations needs and objectives towards the Semi- Autonomous Revenue Authority
- Designing a system of monitoring and evaluation of human resource performance and human resource capacity building for DoTC that meets the requirement of a Semi-Autonomous Revenue Authority (SARA) and provide training and mentorship
- Assessment of the existing staffing situation including vacancies and the current recruitment strategies based on the new organizational structure in order to identify and forecast staffing requirements
- Actively participating in operational HR planning, including assisting in consultation processes with internal stakeholders
- Assisting and participating in all departments and divisions within DoTC with recruitment and selection processes, including creating and updating job descriptions, and providing accurate and timely advice on throughout the phases of recruitment and selection.
- Ensuring that everyone is aware of and adheres to the policies and procedures of DoTC
- Reviewing of recruitment documents for accuracy and completeness and prepares job profiles in respect of vacant positions to be advertised;
- Managing the recruitment, selection and appointment of staff;
- Guiding the examination of the applications and resumes, reviews schedule of short listed applicants and ensures selected candidates are advised of date, time and venue for interview;
- Overseeing the preparation of documents and the necessary arrangements for Interviews;
- Development, management and Execution of the HR plan, addressing staff requirements and liaising with the Director of Taxes
- Conducting periodical reviews of supervisees in accordance with the HR Work Plan and HR policy
- Organizing and conducting together with the head of the knowledge institution (training department) induction programs for new employees and ensures their awareness of DoTC’s HR policy, procedures and regulations;
- Ensuring the maintenance of the Staff List for the assigned offices;
- Preparing and makes recommendation for termination/retirement on the grounds of re-organization and when deemed necessary;
- Participating in conducting and analyzing exit interviews of employees who are leaving the service;
- Ensuring that the schedules prepared for the Human Resource meetings are accurate and complete;
- Providing recommendations for the development/revision of employee payment and benefits schedules, interprets and implements DoTC’s HR policy
- Identifying and analyzing internal and external developments which may pose possible HR implications and opportunities for the organization
- Managing the preparation and submission of the schedule of employees who are eligible for retirement, to include all relevant documents and the timely processing of pension applications to the State Pension Fund
- Providing employees with information about their functions, assignments, salary a;
- Promoting the dissemination of information concerning staff in a timely and appropriate manner
- Managing Leave Administration for staff as it relates to Casual, Sick and Vacation Leave
- Completing the final performance assessments and recommends appropriate training and development programs as necessary;
- Initiating and participating in disciplinary proceedings relating to staff members within DoTC and implements corrective measures
- Developing a legal compliance framework to ensure alignment with Suriname’s labor law, employment policies and regulatory obligations based on the recommendations from earlier produced reports from SARA.
The MINISTRY OF FINANCE AND PLANNING invites eligible Consulting Firms to express their interest in providing the requested Services. The shortlist must include a minimum of five (5) and a maximum of eight (8) eligible firms. The selection of consultants will be conducted in accordance with the procedures set forth in the Policies for the Selection and Contracting of Consultants Financed by the Inter-American Development Bank (applicable edition according to the loan contract). Participation is open to firms from eligible countries, as specified in these Policies. Consulting firms may associate with other firms in the form of a Joint Venture or may engage subconsultants to enhance their qualifications. For the purpose of establishing the shortlist, the nationality of a firm shall be determined by the country in which it is legally incorporated. In the case of a Joint Venture, the nationality of the firm appointed as the representative shall apply. Consultants will be selected using one of the Selection Methods outlined in the Consulting Policies. Expressions of Interest must be submitted in writing to the email address or delivered in hard copy to the address indicated below, no later than 16 July 2025. Electronic submissions will not be permitted. Interested consultants must provide information demonstrating that they possess the required qualifications and relevant experience to perform the Services.
- The consultant should have at least 6 persons, of which three (3) holding a Master’s degree in one of the following fields; Human Resources Management, Change Management, Labor Law, Business Administration, Psychology or related field.
- Expertise in Change Management and Legal Compliance is obligatory
- Minimum of 10 years of work experience in Human Resources Management and/or Human Resource Development
- Extensive knowledge and experience in Tactical and Strategic HRM processes Planning and Transition.
- Strong analytical skills, including legal analysis of Human Resource Capacity development
- Ability to work in a multicultural bureaucratic organization with specialties showing transition.
- Affinity with change management earns an advantage
- Excellent command of spoken and written Dutch and English
- Affinity with government personnel management systems and software is an advantage. Team Composition and Qualifications Minimal staffing of Firm for this Consultancy
- One person for communication and logistics arrangements
- Three persons at Master Degrees level in one of the indicated fields and work experience that covers Human Resource transition planning, staffing, mobilization and performance evaluation and legal compliance
- One person that works and focuses on project management, risks management and its related administration and planning.
- One person that records and reports all administrative developments for this consultancy while monitoring legal compliance requirements.
