This Specific Procurement Notice follows the General Procurement Notice for this project published in Development Business Online, edition No. IDB-P2134876-08/24 of 26 August 2024.
The Government of Suriname has received financing from the Inter-American Development Bank (IDB) toward the cost of the Fiscal Support Program to Regain Growth (FISREG) and intends to apply part of the proceeds toward payments under the contract for the Purchase of toners and parts for printers at the Directorate of Taxes and Customs (DoTC).
The Program Implementation Unit (PIU) – FISREG of the Ministry of Finance and Planning now invites sealed bids from eligible bidders for the purchase of toners and parts for specific printer models at the Directorate of Taxes and Customs (DoTC). The procurement is divided into four (4) lots: Lot 1 — Lexmark; Lot 2 — Epson; Lot 3 — HP; Lot 4 — Canon. Bidders may submit bids for one or more lots. Bids will be evaluated lot by lot and contracts will be awarded lot by lot to the Bidder offering the substantially responsive bid with the lowest evaluated cost for each lot, subject to that Bidder meeting the qualification criteria for the lot concerned.
Bidding will be conducted through International Competitive Bidding (ICB) procedures using the Request for Bids (RFB) method, as specified in the Inter-American Development Bank’s Policies for the Procurement of Goods and Works financed by the Inter-American Development Bank (GN-2349-15), and is open to all eligible bidders as defined in the bidding documents.

A complete set of bidding documents in English may be obtained by interested eligible bidders upon written request to the email address below. The bidding documents will be transmitted by email.
Bidders should note that the detailed technical requirements, qualification requirements, eligibility requirements, and contract conditions are set out in the bidding documents. These include, among other things, requirements relating to proof of manufacturer or authorized distributor’s authorization, the mandatory use of genuine Original Equipment Manufacturer (OEM) consumables and parts. Additional requirements include high‑resolution printing and accurate color reproduction in line with OEM specifications, compliance with recognized eco‑friendly certifications, after‑sales service and spare parts support including warranty coverage and replacement of defective items within ten (10) working days at no cost, and prior experience in the successful supply of similar goods.
All bids must be delivered to the address below on or before 14:00 hrs. (Suriname Time) on November 2, 2026. Electronic submission is not permitted unless expressly stated in the bidding documents. Late bids will be rejected. Bids will be publicly opened immediately thereafter at 14:15 hrs. (Suriname Time) on November 2, 2026, at the address below, in the presence of bidders’ designated representatives and anyone who chooses to attend.
All bids must be accompanied by a Bid-Securing Declaration.
