The Government of Suriname has received financing from the Inter-American Development Bank (IDB), toward the
cost of the Support for the Population Census and the National Statistical System of Suriname (SPCNSSS)
program
and intends to apply part of the proceeds for consulting services.

Brief Description of the Assignment
The consulting services (“the Services”) involve conducting a comprehensive assessment of three General Statistics
Bureau of Suriname (GBS) buildings with the following locations:

  1. Klipstenenstraat 5 (Headquarters, Paramaribo)
  2. Wellingtonstraat 182 (Nieuw-Nickerie, Nickerie)
  3. Djojosoepartoweg 154 (Tamanredjo, Commewijne)

Objectives of the Assignment:

  • Evaluate the architectural integrity, functionality, and quality of the building’s layout, design, and finishes.
  • Assess the structural stability and load-bearing capacity of the building.
  • Review and evaluate the mechanical, electrical, and plumbing (MEP) systems, along with other technical
    components.
  • Provide expert advice on potential interventions, including partial or full renovation, demolition, or
    reconstruction.
  • Where applicable, identify any code violations, safety hazards, or non-compliance issues with local building
    regulations and standards.
  • Where relevant, propose recommendations for repair, retrofitting, or modernization—supported by cost estimates,
    priorities, and phasing plans. These recommendations should address opportunities to enhance structural integrity,
    accessibility, functionality, energy and water efficiency, safety, and resilience to climate and disaster risks (e.g.,
    floods, fires, and other hazards).
  • Offer additional professional advice on related matters as required by the assignment.


    The Ministry of Finance and Planning now invites eligible consulting firms (“Consultants”) to indicate their interest
    in providing the Services. Interested Consultants should provide information demonstrating that they have the
    required qualifications and relevant experience to perform the Services.

    The Expression of Interest (EOI) does not have a specific format or template, but should include:
    (i) A signed letter of interest from the consultant.
    (ii) Proof of legal status and commercial registration of the consultant.
    (iii) Company profile including examples or links to previous projects.
    (iv) Documentary evidence of the consultant’s experience of:
    (a) at least 2 similar assignments in the past 5 years
    (b) documentary evidence demonstrating knowledge in building design, assessment and rehabilitation, including
    architectural and structural evaluation of existing buildings, assessments of mechanical, electrical and plumbing
    (MEP) systems, as well as preparation of technical reports, cost estimates and recommendations for repair, retrofitting
    or reconstruction.
    (v) CVs of the proposed key and non-key experts clearing describing their qualifications. The proposed team should
    include at a minimum the following three Key Experts:
  1. Lead Architect (Team Leader)
    Role and Responsibilities:
  • Serve as the overall Team Leader responsible for coordinating all aspects of the assessment.
  • Lead the architectural assessment of the building, including review of layout, space functionality, finishes,
    accessibility, and compliance with building codes and standards.
  • Oversee data collection, documentation, and integration of findings from all disciplines (architectural, structural,
    MEP).
  • Ensure that recommendations align with functional, safety, and sustainability requirements.
  • Prepare and present the final assessment report and participate in stakeholder meetings.
    Qualification Requirements:
  • Minimum of a Bachelor’s Degree in Architecture from a recognized university (Master’s degree preferred).
  • Registered or Licensed Architect.
  • Minimum of 8–10 years of professional experience in architectural design, building assessment, or rehabilitation
    projects.
  • Proven experience in building condition assessments, building projects of this scope is desirable.
  • Demonstrated ability to lead multidisciplinary teams and prepare comprehensive technical reports.
  • Excellent communication and coordination skills.

2. Structural Engineer
Role and Responsibilities:

    • Lead the structural condition assessment of the building, including review of as-built drawings, visual inspections,
      testing, and analysis.
    • Evaluate the structural integrity and load-bearing capacity of key components (foundations, columns, beams,
      slabs, etc.).
    • Identify any structural distress, material deterioration, or safety risks.
    • Recommend repair, retrofitting, or strengthening measures as appropriate.
    • Support preparation of structural sections of the final report and ensure compliance with national and international
      structural codes.
      Qualification Requirements:
    • Minimum of a Bachelor’s Degree in Civil or Structural Engineering (Master’s degree preferred).
    • Registered or licensed Structural Engineer.
    • Minimum of 8 years of relevant experience in structural analysis, design, and assessment of buildings.
    • Strong knowledge of applicable structural engineering standards.

    3. MEP Engineer (Mechanical, Electrical, and Plumbing Systems)
    Role and Responsibilities:

      • Conduct detailed inspections and functional assessments of mechanical, electrical, plumbing, and fire protection
        systems.
      • Evaluate performance, safety, and compliance of building systems with current codes and standards.
      • Identify obsolete, inefficient, or non-compliant systems and propose upgrade or replacement strategies.
      • Provide cost-effective, energy-efficient, and sustainable solutions for modernization.
      • Contribute technical inputs to the overall condition assessment report.
        Qualification Requirements:
      • Bachelor’s Degree in Mechanical or Electrical Engineering from a recognized university (Master’s degree
        preferred).
      • Registered Professional Engineer (PE) or equivalent national engineering license.
      • Minimum of 7 years of relevant experience in design, installation, or assessment of MEP systems in commercial,
        institutional, or residential buildings.
      • Strong knowledge of relevant standards and codes
      • Experience with HVAC systems, electrical distribution, fire detection/suppression, and water/wastewater
        plumbing.
      • Familiarity with energy audits, sustainability practices, and green building certification systems (e.g., LEED,
        BREEAM) is an advantage.
        Consultants will be selected in accordance with the Consultants’ Qualification (CQS) method set out in the InterAmerican Development Bank Procurement Policy GN-2350-15 which can be found at
        https://projectprocurement.iadb.org/en/policies and is open to all eligible bidders as defined in the policies.

      Consultants may associate with other firms in the form of a Joint Venture or a sub-consultancy to enhance their
      qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which
      it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to
      represent it.

      A shortlist of interested and qualified consultants will be established, and the firm with the most appropriate
      qualifications and references shall be selected and asked to submit a combined technical-price proposal.
      The detailed Terms of Reference (TOR) for the assignment will be provided to the highest ranked.
