The Ministry of Finance and Planning has received financing from the Inter-American Development Bank (IDB) toward the cost of the Fiscal Support Program to Regain Growth (FISREG), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes the following, but are not limited to:
- Overall coordination of the transition process from DoTC to SARA in line with the approved Change Management Plan and Transition Roadmap.
- Oversight of transition-related activities across governance, legal and regulatory alignment, organizational restructuring, human resources, ICT modernization, communication, and change management.
- Oversight and monitoring of ICT-related transition activities, including ongoing IT projects within the Tax Administration and, in particular, within the Customs (Douane) department, ensuring alignment with the Transition Roadmap.
- Coordination and interaction with the Transition Team, DoTC management, and other consultants engaged under the SU-L1060 program.
- Support to governance, reporting, and decision-making processes related to the transition.
- Monitoring of implementation progress, including risks, dependencies, and interlinkages between workstreams.
- Support to institutional capacity development and sustainability of new organizational arrangements.
- Contribution to the effective and sustainable operationalization of SARA.
The Program Implementation Unit (PIU) FISREG of the Ministry of Finance and Planning now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
QUALIFICATIONS:
The Project Lead Manager should possess the following minimum qualifications and experience to effectively manage the transition from the DoTC to SARA:
- A master’s degree in Project Management, Public Administration, Economics, Finance, Business Management, or a related field.
- Minimum of 10 years of progressively responsible experience in managing large-scale institutional or publicsector reform projects.
- Demonstrated experience in change management, organizational restructuring, and strategic planning, preferably within a public finance or revenue administration context.
- Proven track record in leadership and coordination of multidisciplinary teams, including HR, IT, legal, and communications experts.
- Strong understanding of public financial management, fiscal reform, and institutional governance frameworks.
- Experience in developing and implementing monitoring, evaluation, and reporting systems using results- based management principles.
- Ability to work under tight deadlines and manage multiple deliverables simultaneously.
- Experience in stakeholder consultation and consensus-building, including facilitating alignment among diverse institutional actors.
- Excellent analytical, communication, and stakeholder-management skills, including the ability to manage resistance to change and maintain team motivation.
- Ability to prepare clear and concise reports, policy briefs, and presentations for senior management and donor audiences.
- Familiarity with Suriname’s fiscal and institutional environment, particularly the mandates of the DoTC, is considered a strong advantage.
- Ability to provide professional references from similar assignments involving fiscal reform, public-sector finance, or donor-funded technical assistance projects.
Consultants will be selected in accordance with the Inter-American Development Bank’s Policies for the Selection and Contracting of Consultants (GN-2350-15), using the ‘Selection of Individual Consultants’ method, and the process is open to all eligible bidders as defined in the policies.
