The Ministry of Finance and Planning has received financing from the Inter-American Development Bank (IDB) toward the cost of the Fiscal Support Program to Regain Growth (FISREG), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes, but is not limited to, the following areas:

  • Review and operational analysis of the Public Procurement Act and its related regulations from a procurement implementation perspective.
  • Support for the development and operationalization of subsidiary procurement regulations and practical implementation instruments.
  • Institutional strengthening of the National Council for Government Procurement (NROA), including its mandate, organizational setup, and oversight functions.
  • Advisory support related to recruitment processes for the NROA, in line with applicable legal and procurement requirements.
  • Capacity building and coordination support to strengthen procurement-related planning, oversight, and monitoring across public-sector entities covered by the Act.
  • Procurement-focused technical input to support the introduction of the Electronic Procurement Platform.
  • Support for communication, stakeholder information, and monitoring mechanisms related to public procurement reforms.

The Program Implementation Unit (PIU) FISREG of the Ministry of Finance and Planning now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

QUALIFICATIONS:

The consultant should have a minimum of the following:

  1. A university degree in Law, Public Administration, Economics, Procurement Management, or another relevant discipline.
  2. A recognized degree or certified course in procurement (e.g. public procurement, contract management, or related field).
  3. At least 10 years of professional experience in procurement management and organizational development, preferably in the public sector.
  4. Demonstrated knowledge of procurement and public sector legal frameworks, with specific ability to interpret and apply procurement requirements from legislation such as the Public Procurement Act.
  5. Proven experience in developing procurement policies, guidelines, and procedures that ensure transparent and law-compliant processes.
  6. Strong knowledge of international standards and practices in public procurement including alignment with multilateral donor requirements (e.g. IDB, World Bank, IMF).
  7. Excellent skills in stakeholder engagement, written and oral communication (English required; Dutch proficiency strongly preferred).
  8. Demonstrated experience in capacity building and training of Procurement units in government institutions.
  9. Strong work ethic and ability to operate in challenging bureaucratic environments, ensuring timely delivery of agreed outputs.
  10. Ability to provide references or referrals from previous assignments, preferably in similar public sector reform or procurement management contexts.

Preferred / Advantageous Qualifications

It will be considered an advantage if the consultant has:

  1. Previous work experience in Suriname or within the Caribbean region, especially in the public financial management or procurement sector.
  2. Familiarity with the functioning and capacity needs of ministries, state bodies, districts, parastatal entities, and other public institutions covered by the Public Procurement Act.

Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN- 2350-15 and is open to all eligible bidders as defined in the policies.

A Consultant will be selected in accordance with the “Selection of Individual Consultants” method set out in the Consultant Policies.
