The Ministry of Finance and Planning has received financing from the Inter-American Development Bank (IDB)
toward the cost of the Fiscal Support Program to Regain Growth (FISREG), and intends to apply part of the proceeds
for consulting services.
The consulting services (“the Services”) includes:

  • Assessing the current financial standings of DoTC.
  • Supporting the financial aspects of the organizational transition from DoTC to SARA.
  • Leading financial planning, forecasting, budgeting, and resource allocation to ensure fiscal integrity and
    sustainability.
  • Conducting a comprehensive assessment of current financial management practices.
  • Identifying gaps relative to the financial governance requirements of the new organization.
  • Developing and implementing improved financial workflows, reporting mechanisms, and budgetary controls.
  • Promoting transparency, accountability, and performance-oriented financial management.
  • Communicating financial information and resource plans clearly to internal and external stakeholders.
  • Enabling informed decision-making and maintain transparency throughout the transition period.
  • Providing practical assistance and solutions to financial problems that arise from the transition to SARA.
  • Contributing to the institutional strengthening of DoTC by providing knowledge sharing sessions and learning
    on the job practices for local staff.
    The Program Implementation Unit (PIU) FISREG of the Ministry of Finance and Planning now invites eligible
    “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information
    demonstrating that they have the required qualifications and relevant experience to perform the Services.
    QUALIFICATIONS:
    The consultant should have a minimum of the following:
  1. A master’s degree in public financial management, Economics, Public Administration, Accounting, Finance, or
    a closely related field. A specialization in fiscal reform or public sector financial systems is preferred.
  2. At least 10 years of progressively responsible experience in financial management, with a strong track record
    in budget planning, forecasting, and resource allocation within public institutions or reform contexts.
  3. Demonstrated experience advising government entities on fiscal modernization, public financial management
    (PFM) reforms, and the implementation of budgetary frameworks aligned with international standards.
  4. Proven ability to design and implement financial planning tools, internal control frameworks, risk
    management and performance-based budgeting systems in support of institutional transitions.
  5. Experience leading or contributing to capacity-building efforts in PFM, including training government staff,
    facilitating workshops, and developing financial management manuals or guidelines.
  6. Strong analytical and quantitative skills, with the ability to assess financial performance, conduct cost-benefit
    analysis, and identify opportunities for efficiency and optimization. This includes capabilities typically
    expected from a Cost Analyst, such as evaluating cost structures and recommending cost-saving measures.
  7. Demonstrated proficiency in financial oversight roles equivalent to a Financial Manager, including tracking
    expenditures, ensuring regulatory compliance, and aligning financial planning with operational and strategic
    objectives.
  8. Excellent written and verbal communication skills, with the ability to produce clear financial reports, policy
    briefs, and presentations for both technical and non-technical audiences.
  9. Proficiency in preparing structured financial reports, variance analyses, and budget execution reviews, using
    financial data to inform decision-making.
  10. Familiarity with Suriname’s fiscal and institutional environment, particularly the mandates of the Directorate
    of Tax and Customs (DoTC), is considered a strong advantage.
  11. Ability to provide professional references from similar assignments involving fiscal reform, public sector
    finance, or donor-funded technical assistance projects.
    Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank:
    Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN2350-15 and is open to all eligible bidders as defined in the policies.
    A Consultant will be selected in accordance with the “Selection of Individual Consultants” method set out in the
    Consultant Policies.
