The Ministry of Finance and Planning has received financing from the Inter-American Development Bank (IDB)
toward the cost of the Fiscal Support Program to Regain Growth (FISREG), and intends to apply part of the proceeds
for consulting services.
The consulting services (“the Services”) includes:

  • Overseeing the organizational transition from the Department of Tax and Customs (DoTC) to the Suriname
    Tax Authority (SARA).
  • Focusing on cultural transformation and process improvements.
  • Conducting a comprehensive gap analysis to assess current capabilities against the requirements of the new
    organization.
  • Designing and implementing updated workflows, procedures, and compliance processes.
  • Supporting the development of a more modern, efficient, and accountable tax administration.
  • Ensuring clear and consistent communication of the transition plans to employees and stakeholders.
  • Promoting understanding, transparency, and engagement throughout the transition process.
    The Program Implementation Unit (PIU) FISREG of the Ministry of Finance and Planning now invites eligible
    “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information
    demonstrating that they have the required qualifications and relevant experience to perform the Services.
    QUALIFICATIONS:
    The consultant should have a minimum of the following:
  1. A master’s degree in one of the following fields: Change Management, Public Policy, Organizational
    Development, Business Administration, or a closely related field. A specialization in public sector reform is
    preferred.
  2. At least 10 years of progressively responsible experience in managing large-scale organizational change, with
    a strong focus on public sector transformation and fiscal institutions.
  3. Proven track record advising government agencies on institutional reforms, fiscal modernization, and policy
    alignment, including experience with transitional governance models.
  4. Demonstrated experience in designing and executing change management strategies, including resistance
    management, stakeholder mapping, and cultural transformation in complex bureaucratic environments.
  5. Experience in leading training sessions, facilitating workshops, and implementing capacity-building initiatives
    to support sustainable institutional change.
  6. Strong analytical skills, with the ability to assess organizational readiness, identify bottlenecks, and propose
    actionable, results-oriented solutions.
  7. Excellent written and verbal communication skills, with demonstrated ability to engage, influence, and
    manage diverse stakeholder groups at all levels.
  8. Proficiency in preparing structured reports and progress assessments based on findings, feedback, and
    performance indicators.
  9. Familiarity with Suriname’s fiscal environment and institutional landscape, particularly with the Directorate
    of Tax and Customs (DoTC), is considered a strong asset.
  10. Ability to provide references or referrals from previous assignments, preferably in similar public sector reform
    or change management contexts.
    Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank:
    Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN2350-15 and is open to all eligible bidders as defined in the policies.
    A Consultant will be selected in accordance with the “Selection of Individual Consultants” method set out in the
    Consultant Policies.
