The Ministry of Finance and Planning has received financing from the Inter-American Development Bank (IDB)
toward the cost of the Fiscal Support Program to Regain Growth (FISREG), and intends to apply part of the proceeds
for consulting services.
The consulting services (“the Services”) includes:
- Developing a comprehensive communication strategy aligned with the objectives of the DoTC-SARA transition
and the broader FISREG reform agenda. - Designing and implementing a stakeholder engagement plan to ensure timely and targeted communication
with key audiences. - Providing strategic communication advice to the DoTC Training Center for the implementation of its projects
and initiatives. - Coordinating internal communication to support cultural change, staff awareness, and participation in the
reform process. - Leading the development of public-facing communication materials such as press releases, newsletters, FAQs,
media kits, and social media content. - Conducting outreach and dialogue with external stakeholders to strengthen collaboration and ensure
transparency. - Supporting communication efforts related to the implementation of new taxpayer services and revenue
modules. - Ensuring consistent communication of FISREG program activities and milestones across internal and external
channels. - Designing a monitoring mechanism to assess communication effectiveness and public perception and adjust
messaging accordingly. - Providing guidance and training, where needed, to internal staff to strengthen communication capacity within
the organization.
The Program Implementation Unit (PIU) FISREG of the Ministry of Finance and Planning now invites eligible
“Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform the Services.
QUALIFICATIONS:
The consultant should have a minimum of the following:
- A university degree (Bachelor’s required; master’s preferred) in Communication, Public Relations, Journalism,
Marketing, Social Sciences or a related field. - Minimum of 7 years of relevant experience in media and communication, with a proven track record in both
government and corporate settings. - Demonstrated experience in advising and coordinating communication interventions, including training and
strategic messaging. - Excellent speaking and writing skills in both Dutch and English.
- Ability to develop audience-specific communication products.
- Knowledge of Sranan Tongo is considered an advantage.
- Familiarity with government systems and ability to work effectively in bureaucratic environments.
- Experience with stakeholder engagement, communication risk management, and public feedback
mechanisms. - Ability to create and manage communication budgets and activity-based workplans.
- Proven ability to work in multidisciplinary, multi-ethnic, and politically or socially sensitive environments.
- Strong interpersonal skills to engage internal and external stakeholders effectively.
- Familiarity with Suriname’s fiscal environment and institutional landscape, particularly with the Directorate
of Tax and Customs (DoTC), is considered a strong asset. - References or referrals from previous assignments, preferably in similar public sector reform or change
management contexts.
Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank:
Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN2350-15 and is open to all eligible bidders as defined in the policies.
A Consultant will be selected in accordance with the “Selection of Individual Consultants” method set out in the
Consultant Policies.
