Reeberg Housing Development Project – Block 3B

Background 

In February 2026, the Republic of Suriname has issued a Social Bond to finance eligible social expenditures and priority social projects.  

As part of the National Housing Program, the Government is implementing the Reeberg Housing Development Project in phases. Blocks 1, 2, and 3A are under execution. The next phase, Block 3B, requires civil infrastructure works to prepare the area for residential housing development. 

The Ministry of Finance and Planning (Employer), for the benefit of the Ministry of Public Works and Spatial Planning, intends to engage a qualified consultancy firm to provide construction supervision and contract administration services for Block 3B. 

Scope of Services 

The Consultant will provide professional services including: 

  • Continuous site supervision of civil works (roads, drainage, culverts, site preparation); 
  • Contract administration, including variations, claims, and payment certification; 
  • Quality assurance and compliance monitoring against approved designs and specifications; 
  • Coordination with the Employer, Contractor, utility agencies, and stakeholders; 
  • Preparation of inception, monthly progress, close-out, and defects notification reports; 
  • Monitoring of occupational health, safety, environmental, and social compliance. 

The implementation period is six (6) months construction supervision, followed by a six (6) months Defects Notification Period (DNP). 

Consultant Qualifications 

Interested firms must demonstrate: 

  • Proof of their legal status as a firm. 
  • At least five (5) years of professional experience in civil infrastructure supervision. 
  • Proven experience in roads, drainage, culverts, and housing development projects. 
  • Adequate technical and administrative capacity, including qualified personnel. 
  • Experience in similar assignments in Suriname, the Caribbean, or South America. 

Selection Method 

Consultants will be selected using the Quality and Cost Based Selection (QCBS) method. 

Submission Requirements 

Interested firms must submit: 

  • Letter of Interest (LOI). 
  • Proof of legal status (Chamber of Commerce registration). 
  • Company profile and evidence of similar assignments in the past 10 years. 
  • Description of organizational capacity and areas of specialization. 
  • Evidence of relevant experience in Suriname or comparable environments. 

All documentation must be submitted in English
