In February 2026, the Republic of Suriname issued a Social Bond to finance eligible social expenditures and priority social projects. Under this framework, the Ministry of Finance and Planning (Employer), for the benefit of the Ministry of Education, invites sealed bids from eligible and qualified bidders for the Renovation of Schools – Phase 1.
Scope of Works (Lots)
The works are divided into 20 Lots as follows:
- Lot 1: VOJ Meerzorg at Pandiet Tilakdharieweg – Commewijne
- Lot 2: Tata Colin at Soemboredjostraat – Coronie
- Lot 3: MULO Paradise at Paradise – Nickerie
- Lot 4: O.S. Rambaran Mishre at Saminweg, O.S. Bacovedam at Bacovedam, and O.S. Longmay at Nieuwelaan – Nickerie
- Lot 5: O.S. Paradise at Paradise, O.S. Kl. Henar at Klein Henarpolder, and MULO Henar at Groot Henarpolder – Nickerie
- Lot 6: O.S. Calcutta 2 at Calcutta – Saramacca
- Lot 7: O.S. Sidoredjo at Oost‑West Verbinding, O.S. Kampong Baroe at Saramaccaweg, and O.S. Maho at Mahostraat – Saramacca
- Lot 8: O.S. Leiding 8a at Leiding 8a – Wanica
- Lot 9: LBO Kaykoesy at Chamelielaan and O.S. Lelydorp at Lelydorp – Wanica
- Lot 10: Praktijkcentrum at Chamelielaan – Wanica
- Lot 11: O.S. Bomapolder at Bomapolder – Wanica
- Lot 12: LBO Albina at Albina – Marowijne
- Lot 13: MULO Waaldijkschool 1 & MULO Waaldijkschool 2 at Walterbursideweg – Paramaribo
- Lot 14: O.S. Tourtonne 3 at Max Woiskistraat and O.S. Geyersvlijt 2 at Joli Coeurstraat – Paramaribo
- Lot 15: LBO Nw Domineestraat at Nw Domineestraat and O.S. Devisbuiten at Devisbuiten – Paramaribo
- Lot 16: LBO Hendrik Sylvesterschool at Henkielaan and MULO Hendrik Sylvesterschool at Henkielaan – Paramaribo
- Lot 17: HAVO 4 at Margrietstraat and HAVO 1 at Margrietstraat – Paramaribo
- Lot 18: O.S. Manlobi at Manlobi – Sipaliwini
- Lot 19: O.S. Polanen 1 and Praktijkschool at Commewijnestraat – Paramaribo
- Lot 20: O.S. 1 Marowijne and O.S. 2 Marowijne at Goninistraat – Paramaribo
Bidders may submit offers for one or multiple lots. Contracts will be awarded per lot.
Eligibility
Participation is open to all firms that demonstrate:
- Legal eligibility (no sanctions, conflicts of interest)
- Financial capacity
- Technical capacity
Bid Evaluation
Evaluation will be based on the lowest evaluated responsive bid, considering:
- Technical compliance with work requirements / technical specifications
- Delivery schedule and obligations
- Price and commercial terms
A pre‑Bid meeting will be held on Wednesday 12 August 2026 at 10:00 a.m. SRT. Details will be provided in the bidding document. Requests for clarification must be submitted in writing to the Employer no later than 14 August 2026. Responses will be shared with all interested bidders to ensure transparency.

Late bids will be rejected. Bids will be opened publicly at 11:15 a.m. SRT on the same day, in the presence of bidders’ representatives who choose to attend.
Persons not submitting a bid must obtain prior approval from the Social Project (Procurement team) for attending the bid opening.
All documentation must be submitted in English.
