This international bidding notice was announced under the General Procurement notice advertised
for this project published in Development Business Online, edition No. IDB-P2134880-08/24 dated
August 27, 2024.

The Government of Suriname has received financing from the Inter-American Development Bank
(IDB), and it intends to apply part of the proceeds to payments under the project Support for the
Population Census and the National Statistical System of Suriname (SPCNSSS), for “IT
Equipment for Installation & Upgrade of data storage facilities for e-Government”.

The Program Executing Unit (PEU) SPCNSSS of the Ministry of Finance and Planning now invites
sealed bids from eligible bidders for the delivery of Equipment for Installation & Upgrade of data
storage facilities for e-Government: Purchase of 2 Firewall (lot 1), 4 Core Switch (lot 2), 5
Datacenter Switch (lot 3), 4 Switch Controllers (lot 4), 4 Top of Rack Switch (lot 5) and Server with
accessories (lot 6). The delivery shall be no later than 16 weeks after contract signature. The
requirements and qualifications are included in the bidding documents.

Bidding will be conducted through International Competitive Bidding procedures as specified in the
Inter-American Development Bank’s Policies for Procurement of Works and Goods financed by
the Inter-American Development Bank (GN-2349-15), and is open to all eligible bidders as defined
in the policies.

Interested eligible bidders may obtain further information from the Program Executing Unit (PEU)
SPCNSSS at the email address stated at the end of the document, during office hours.

The qualification requirements include: – certified providers/partners, National of an IDB member
country, demonstrated experience in supply and installation of enterprise-level data storage
infrastructure, manufacturer authorization, financial capacity, and successful completion of
minimum 2 similar contracts; at least 1 contract ≥ 70% of estimated lot value during the past
five (5) years.

Bidding Documents will be sent by email.

The deadline for bid submission is 13 July 2026 at 11:00 am Suriname Time. Bids will be publicly
opened immediately thereafter at the address indicated in the bidding document. They will be
opened by 11.30 A.M. on 06 July 2026, in the presence of bidders’ representatives, who choose
to attend in person or online (virtually) at the address below. Late bids will be rejected. A BidSecuring Declaration shall be required.
