The Government of Suriname has received financing from the Inter-American Development Bank (IDB), toward the cost of the Labor Market Alignment with New IndustriesSU-L1061 and intends to apply part of the proceeds for consulting services.

The Consulting Services (“the Services”) include:

The Government of Suriname, through the Ministry of Health, Welfare, and Labor, is implementing the Labor Market Alignment with New Industries Program financed by the Inter-American Development Bank.

Under the Training for Employment (TFE) component, training providers will deliver market-relevant training to beneficiaries under the TFE 2026 Edition. To support good program management and reliable reporting, the Project Execution Unit (PEU) requires a consulting firm to help monitor provider performance, verify reported results, and validate whether outputs and outcomes have been properly achieved and documented. The consulting firm will first develop practical monitoring and verification tools for use by the PEU and the training providers. The consulting firm will then apply those tools throughout the implementation to review training delivery, participant progress, completion, and placement-related results.

The objective of this assignment is to support the PEU in monitoring, supervising, verifying, and validating the implementation results of TFE 2026 training providers, from training start-up through completion and placement.

The assignment will ensure that reported results are:

  • clearly defined;
  • supported by proper evidence;
  • consistently recorded across providers;
  • suitable for PEU management and Bank reporting; and
  • able to withstand fiduciary and audit review.

The assignment shall also monitor relevant gender-related results and barriers affecting participation, completion, and placement.

Specific Objectives

The consulting firm shall:

  1. review the TFE 2026 provider contracts, reporting requirements, and expected results;
  2. conduct a review of alignment with the GAP throughout the entire implementation cycle, beginning with course design and continuing through implementation monitoring, compliance review, and results verification.
  3. develop simple and practical templates and tools for monitoring and verification;
  4. train the PEU and providers on how to use the tools;
  5. monitor provider performance during implementation;
  6. verify and validate reported training and placement results;
  7. identify gaps, weak evidence, inconsistencies, and corrective actions needed; and
  8. provide a final consolidated assessment of provider performance and validated results.

The Project Execution Unit (PEU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Firms should demonstrate:

  • At least 3 years of relevant experience in monitoring, evaluation, verification, quality assurance, tracer studies, or validation of results in training, TVET, labor market, education, or employability programs.
  • Experience developing practical reporting tools and monitoring templates;
  • Experience reviewing or validating implementation results across multiple service providers or institutions;
  • Experience in Suriname and/or the Caribbean is an asset;
  • Experience in donor-financed projects is an asset;
  • To establish eligibility, provide company registration documents showing country of legal incorporation or constitution
  • The consulting firm should propose, at minimum, the following key experts:
  • Team Leader / Monitoring and Validation Specialist
  • degree in a relevant field;
  • at least 5 years of relevant experience;
  • experience in M&E, verification, reporting, or donor-funded programs.
  • Quality Assurance/ Training Development Data Specialist
  • experience in training delivery, TVET, workforce development, or training quality assurance.
  • experience in data cleaning, reconciliation, and report preparation.
  • at least 2 years of relevant experience in relevant areas
  • Field Verification / Placement Support Specialist
  • experience in participant follow-up, tracer studies, employer verification, or placement monitoring.
  • at least 2 years of relevant experience in relevant areas

Estimated Contract Duration: 10 – 12months.

Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15 and is open to all eligible bidders as defined in the policies.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.

Consultants will be selected in accordance with the Selection Based on the Consultants’ Qualifications (CQS) set out in the Consultant Policies.
