National Intelligent Public Transport Digital Transformation Platform

1.1 The Purchaser indicated in the Bidding Data Sheet (BDS), issues this bidding document for the supply of Goods and Related Services incidental thereto (or for leasing of assets with a purchase option and if so specified in the BDS) as specified in Section VI, Schedule of Requirements. The name and identification number of this procurement are specified in the BDS. The name, identification, and number of lots of are provided in the BDS.

1.2 Throughout this bidding document: the term in writing means communicated in written form (e.g. by mail, e-mail, including if specifiedin ITB 1.3, distributed or received through the electronic-procurement system used by the Purchaser) with proof of receipt;if the context so requires, singular means plural and vice versa; andDay means calendar day, unless otherwise specified as Business Day. A Business Day is any day that is an official working day of the Borrower. It excludes the Borrower’s official public holidays.“ESHS” means the Environmental, Social, Health and Safety measures (including labor, occupational and community health and safety, natural disasters and climate change, indigenous peoples, vulnerable groups, sexual and gender-based violence (SGBV), stakeholder engagement, and resettlement and livelihood issues), which the Supplier, and if applicable the Subcontractors are required to adopt in the execution of the contract, if applicable.“SGBV” (Sexual and Gender-Based Violence)refers to any act that is perpetrated against a person’s will and is based on gender norms and unequal power relationships. It encompasses threats of violence, coercion, and harassment. It can be physical, emotional, psychological, or sexual in nature, and can take the form of a denial of resources or access to them. It includes sexual exploitation, abuse and harassment. It can affect persons at any age across the lifespan, and disproportionately affects women, girls, and people of diverse sexual orientations and gender identities. 1.3 If specified in the BDS, the Purchaser intents to use the electronic-procurement system indicated in the BDS to manage the aspects of this procurement process specified in the BDS. 1.4 If specified in the BDS, this bidding document may be used to the procurement of second-hand Goods but may not be combined with the procurement of new Goods.

2.1 The Ministry of Finance and Planning, as defined in the BDS, intends to apply part of the funds Priority Social Projects Financed from the Social Projects Proceeds Account at the Central Bank of Suriname (hereinafter called “the Employer, as defined in the BDS, in the amount as indicated in the BDS towards the cost of the Project, as defined in the BDS, to cover eligible expensive under the Contract for the Works.
