Background
In February 2026, the Republic of Suriname has issued a Social Bond to finance eligible social expenditures and priority social projects.
The Employer now invites sealed bids from eligible bidders for the Design and Build of housing infrastructure and associated works at Reeberg Block 3B.
Scope of Works and related services
- Design Phase:
- Planning and analysis (legal obligations, survey, topography, soil quality measurements) according to the given allotment layout (housing plots, open spaces and public areas).
- Engineering & civil design (preliminary and final stage).
- Approvals and permits.
- Execution Phase:
- Carrying out preparatory, surveying and measurement works.
- Executing drainage works, inclusive of excavation and profiling of road-side drains.
- Constructing access roads/driveways and other crossings by means of culverts and retaining walls.
- Staking out the housing plots and those for the public facilities and having PIDs (Parcel Identity from the Management Institute GLIS) acquired.
- Supplying, placing, and compacting asphalt pavement
- Installing traffic facilities and applying road markings.
- Executing all related and ancillary works.
- Maintenance Phase/ Warranty Period:
- Maintaining the completed works in good condition throughout the construction period and the maintenance period/ warranty period.
Procurement Method
Bidding will be conducted through International Competitive Bidding (ICB) procedures, in accordance with the internationally recognized procurement and control practices and Suriname’s Social Projects Procurement Framework (Feb 2026).
Eligibility
Participation is open to all firms that demonstrate their (in accordance with the Bidding Document):
- Legal eligibility (no sanctions, conflicts of interest)
- Financial capacity
- Technical capacity
Bid Evaluation
Evaluation will be based on the lowest evaluated responsive bid based on the criteria as mentioned in the Bidding Document.
Pre-Bid
- Pre‑Bid Meeting: 5 October 2026, 10:00 a.m. SRT, SDMO Office, Jamaludinstraat 26, Paramaribo.
Clarifications
Requests for clarification must be submitted in writing to the Employer no later than 7 October 2026. Responses will be shared with all interested bidders to ensure transparency.
Submission & Opening
- Bids must be delivered to the address below by 4 November 2026, 11:00 a.m. local time.
- Late bids will be rejected.
- Bids will be opened publicly at 11:05 a.m. local time on the same day, in the presence of bidders’ representatives who choose to attend.
All documentation must be submitted in English.
