The Purchase of Learning Books

Background

In February 2026, the Republic of Suriname issued a Social Bond to finance eligible social expenditures and priority social projects.

The Ministry of Finance and Planning (Employer), for the benefit of the Ministry of Education, Science and Culture, now invites sealed bids from eligible bidders for the purchase of learning books under the Priority Social Projects Program.

Scope of Supply (Lots)

Supply and delivery of schoolbooks as specified in Section VI – Schedule of Requirements of the bidding document. Lots include:

  • Lot 1: Vooruit met Taal 6A, 6B, 6C, 7A Vooruit met Taal A Leerkrachtenboek leerjaar 6A, Algemene Inleiding leerjaar 6
  • Lot 2: Vooruit met Taal 7B, 7C, 8A, 8B, Vooruit met Taal leerkrachtenboek leerjaar 7A, 7B, 7C, A Leerkrachtenboek leerjaar 8, B Leerkrachtenboek leerjaar 8, A Leerkrachtenboek leerjaar 8, Lezen doet je goed 4A, 4B, 4C leesboek voor het basisonderwijs leerjaar 4, Lezen doet je goed 5A, 5B, 5C leesboek voor het basisonderwijs leerjaar  5, Lezen doet je goed 6A leesboek voor het basisonderwijs leerjaar  6
  • Lot 3: Lezen doet je goed 6B, 6C leesboek voor het basisonderwijs leerjaar 6, Lezen doet je goed 7A, 7B, 7C leesboek voor het basisonderwijs leerjaar 7, Lezen doet je goed 8A, 8B, 8C leesboek voor het basisonderwijs leerjaar 8, Vooruit met Rekenen 6-1, 6-2, 6-3, 7-1,7-2, 7-3, Vooruit met Rekenen leerkrachtenboek 6-2, 7-3, 8-1, 8-2, Woordenboek Nederlands, Nederlands – Engels, Engels – Nederlands, Nederlands – Spaans, Spaans – Nederlands
  • Lot 4: Wereldverkenner klas 3 (leerjaar 5), klas 4 (leerjaar 6), klas 5 (leerjaar 7), klas 6 (leerjaar 8) leerlingenboek, klas 5 (leerjaar 7) docentenhandleiding

Procurement Method

Bidding will be conducted through International Competitive Bidding (ICB) procedures, in accordance with internationally recognized procurement practices and Suriname’s Social Projects Procurement Framework (Feb 2026).

Eligibility

Participation is open to all firms that demonstrate (in accordance with the Bidding Document):

  • Legal eligibility (no sanctions, conflicts of interest)
  • Financial capacity
  • Technical capacity

Bid Evaluation

Evaluation will be based on the lowest evaluated responsive bid, considering:

  • Technical compliance with specifications
  • Delivery schedule
  • Price and commercial terms
  • Warranty commitments

Pre-Bid Meeting and Clarifications

A pre-Bid meeting will be held on 21 August 2026 at 9:00 a.m. SRT. Details will be provided in the bidding document. Requests for clarification must be submitted in writing to the Employer no later than 26 August 2026. Responses will be shared with all interested bidders to ensure transparency.

Submission & Opening

  • Bids must be delivered to the address below by 4 September, 11:00 a.m. local time.
  • Late bids will be rejected.
  • Bids will be opened publicly at 11:05 a.m. local time on the same day, in the presence of bidders’ representatives who choose to attend.
  • All documentation must be submitted in English.
