Background
In February 2026, the Republic of Suriname has issued a Social Bond to finance eligible social expenditures and priority social projects.
The Ministry of Finance and Planning (Employer), for the benefit of the Ministry of Agriculture, Animal Husbandry and Fisheries, now invites sealed bids from eligible bidders for the supply and related services of Urea Fertilizer under the Priority Social Projects Program.
Scope of Supply (Lots)
44,000 bags of Urea Fertilizer (50 kg each, 46% Nitrogen) as per Technical Specifications from the Bidding Document.
Storage location: District of Nickerie, Suriname.
Supplier must provide security services (guard/surveillance) during storage.
Procurement Method
Bidding will be conducted through International Competitive Bidding (ICB) procedures, in accordance with the internationally recognized procurement and control practices and Suriname’s Social Projects Procurement Framework (Feb 2026).
Eligibility
Participation is open to all firms that demonstrate their (in accordance with the Bidding Document):
- Legal eligibility (no sanctions, conflicts of interest)
- Financial capacity
- Technical capacity
Bid Evaluation
Evaluation will be based on the lowest evaluated responsive bid, considering:
- Technical compliance with specifications
- Delivery schedule and storage obligations
- Price and commercial terms
Pre-Bid Meeting and Clarifications
A pre-Bid meeting will be held on 27 July 2026 at 11:00 a.m. SRT. (the link is provided in the Bidding Document).
Requests for clarification must be submitted in writing to the Employer no later than 29 July 2026. Responses will be shared with all interested bidders to ensure transparency.
Submission & Opening
- Bids must be delivered to the address below by 14 August 2026, 11:00 a.m. local time.
- Late bids will be rejected.
- Bids will be opened publicly at 11:15 a.m. local time on the same day, in the presence of bidders’ representatives who choose to attend.
All documentation must be submitted in English.
