Rehabilitation of artificial turf fields in several districts in Suriname

Background
In February 2026, the Republic of Suriname has issued a Social Bond to finance eligible social
expenditures and priority social projects.
The Ministry of Finance and Planning (Employer), for the benefit of the Ministry of Youth and
Development now invites sealed bids from eligible bidders for the “Rehabilitation of artificial turf fields
in several districts in Suriname”.

Scope of Supply (Lots)
Lot 1: The rehabilitation of the artificial turf field in Coronie and the construction of a new toilet
facility.
Lot 2: The rehabilitation of the artificial turf field in Nickerie.
Lot 3: The rehabilitation of the artificial turf field in Brokopondo and the construction of a new
toilet facility.
Lot 4: The rehabilitation of the artificial turf field in Commewijne and the construction of a new
toilet facility.
Lot 5: The rehabilitation of the artificial turf field in Paramaribo (Albuflo) and the construction
of a new toilet facility.
Lot 6: The rehabilitation of the artificial turf field in Paramaribo (Plein van 12 mei).
Lot 7: The rehabilitation of the artificial turf field in Paramaribo (Stibula).

Procurement Method
Bidding will be conducted through National Competitive Bidding (NCB) procedures, in accordance with
the internationally recognized procurement and control practices and Suriname’s Social Projects
Procurement Framework (Feb 2026).

Eligibility
Participation is open to all firms that demonstrate their (in accordance with the Bidding Document):
Legal eligibility (no sanctions, conflicts of interest)
Financial capacity
Technical capacity

Bid Evaluation
Evaluation will be based on the lowest evaluated responsive bid based on the criteria as mentioned in
the Bidding Document.

Pre-Bid & Site Visits
Pre‑Bid Meeting: 29 June 2026, 10:00 a.m. SRT, SDMO Office, Jamaludinstraat 26, Paramaribo.
Site Visits: 24–26 June 2026 (schedule provided in bidding documents). Bidders bear all costs
and risks of site visits. Attendance must be confirmed by email to
[email protected] by 23 June 2026.

Clarifications
Requests for clarification must be submitted in writing to the Employer no later than 2 July 2026.
Responses will be shared with all interested bidders to ensure transparency.

Submission & Opening
Bids must be delivered to the address below by 10 July 2026, 11:00 a.m. local time.
Late bids will be rejected.
Bids will be opened publicly at 11:15 a.m. local time on the same day, in the presence of
bidders’ representatives who choose to attend.

All documentation must be submitted in English.
